The Community Services Department presents a wide variety of quality services and programs designed for the residents of El Monte. As a member of the El Monte community, we hope that you will find the kind of activities that will bring interest, involvement, and quality leisure time participation for the children, teens, adults, and seniors in your family. Selected after school playgrounds offer children of all ages, arts & crafts, fun & games, seasonal sports leagues, clinics as well as trips, and special events. Trained Recreation Leaders will teach fundamental skills, strategy and the mental aspects of sports beginning with sportsmanship. Join us to help provide a positive and educational starting point for healthier and safer kids and a safer and stronger El Monte. The community has a community center, gymnasium, and nine parks throughout the city for families to enjoy.
The Community & Senior Services Division is housed at the Jack Crippen Multipurpose Senior Center, which is a one-stop multipurpose center and focal point where services provided by licensed professional staff, volunteers, and outside agencies are available. The Jack Crippen Senior Center / Community & Senior Services Division is committed to serving as a hub in the community spotlighting its concern for its older adults. The Center is open to anyone 50 years of age or older but certain activities and services have age restrictions. The division’s goal is to help individuals’ age in place by providing valuable services at the Multi-Purpose Senior Center and in the home. Adult Education and Bingo are open to anyone over 18 years of age. Lunch is served 11:30 AM Monday through Friday with a suggested donation of $2.00 for those 60 years of age and older. Care Management Services are available to functionally impaired individuals 18 years of age and over who need assistance in obtaining services that will allow them to remain safely in their homes. Information & assistance helps individuals resolve a wide array of problems by referring them to community resources, which can help them with their problem or acting as an advocate to resolve certain problems. Free educational classes, seminars, health screenings, and advocacy services are held on a regular basis. The Los Angeles County Department of Senior and Community Services has designated the City of El Monte Senior Center as a focal Point on Aging for the dissemination of multi-purpose information about services available to older adults in the community. As such the Jack Crippen Senior Center has become a highly visible and accessible facility where everyone can obtain information and has access to a variety of services ranging from leisure programs, health care, nutrition, legal advice, social services and consumer advocacy. For families, the center serves as a Focal Point and resource that supports their efforts in caring for an aging relative or friend. |

El Monte enjoys some of the area's best adult sports programs, operated by a staff that not only loves sports but who are also very experienced and strive to make this an unparalleled opportunity for participants. Officials, scorekeepers, facility maintenance staff all will continue to work hard on your behalf. The new Aquatic Center has introduced many exciting opportunities for the City of El Monte this year. This being, the ability of offering aquatic programs on a year round basis. It has been very rewarding for us to witness not only the continued support of our lesson program, but also the growing enthusiasm our new classes (i.e. scuba, water and floor aerobics, and lap swimming) have encountered. If you haven’t had the chance to participate in one of our program offerings, you don’t have to wait until next summer! The Transportation Services Division is "Driven to Excellence." We are committed to providing quality transportation services as we continue to respond to the changing needs of the community and passengers. The City's Transportation Division provides transportation for the Jack Crippen Senior Center's Nutrition Program, Youth Sports, special city events, the El Monte's Commuter Shuttle Program, and adult Trips and Tours. Through the Transportation Division the city offers several programs for El Monte Residents: Dial-A-Ride for senior citizens and individuals with disabilities; and subsidized MTA, EZPass and Foothill monthly bus passes. El Monte Transit operates ultra-low floor transit buses. These clean air buses run on Compressed Natural Gas and provide transportation to over 50,000 passengers a month. The City of El Monte Public Works Maintenance Division is dedicated to providing City residents the highest level of service to ensure optimum maintenance including: street, curb and sidewalk repair, graffiti abatement, sewer maintenance, street signage, traffic signal and street light maintenance, parkway tree maintenance, street sweeping, etc. The Division prides itself in assisting residents in emergency situations and/or extreme weather conditions as well as supporting community events. Standby crews are on duty 24-hours a day, 365 days a year for emergencies. Police personnel can reach these emergency standby crews via a paging system. In case of extreme emergency situations, the Superintendent, Supervisors and Secretarial Staff, are all on call 24-hours a day, seven days a week, 365 days a year. |

The City of El Monte Park Maintenance Division is devoted to maintain and improve the city's parks and facilities. The Division is dedicated to keeping the city's parks safe, well cared for and fully functional for residents and visitors alike. The Accounting Division of Finance records, summarizes, and reports all the financial transactions of the City. Its staff of four clerical and five professional employees pay all the City's bills, pay the employees, bill and service almost 3,500 water customers, monitor all the City's grants and employee benefits, prepare the City Budget, Consolidated Annual Financial Report (CAFR), and numerous other reports. License and Treasury Division processes approximately 400 business permits, 4800 business tax renewals, payments of utility tax from 300 utilities (gas, electric, and telecommunications providers), and all other cash deposits for the City. Visa & MasterCard are accepted for payment on most city transactions. This division is the "custodian of the cash," and, therefore, handles all banking and investment functions. They prepare the daily cash deposits and balance them to the cash register, and monthly to the various bank statements and Accounting Division records. The mission of the Information Technology division is to provide a high level of personal, customer-focused technical support to all city departments, helping to ensure the most efficient delivery of city programs and services to the community. The Information Technology Division accomplishes this by: Maintaining a stable and secure technology infrastructure that encompasses a local and wide area network Maintaining data integrity by providing security, storage and virus protection for all business data Implementing and maintaining centralized management of information technology standards and policies Planning for and maintaining disaster recovery to ensure continuation of critical business functions Supporting the technology needs of all City processes and functions to improve City operations which include: word processing, spreadsheet, desktop publishing, Electronic Mail, Digital Imaging, Internet Services, databases, etc. on desktop computers within the local and wide area network Assisting City staff to be productive users of software applications by providing technical support to solve technical problems quickly. Maintaining and updating the city's web site to provide up to date information on City programs, events, Council Agendas, meetings, etc. to the community Another major function of the division is to support for the day-to-day operations of the City’s financial system. The City of El Monte Purchasing Department is the central purchasing operation for the City of El Monte. Under the authority of the City of El Monte Municipal Code, Section 3.24; the Purchasing Department is responsible for the procurement of products and services, maintenance of City bidder lists, disposal of surplus City property and operation of City warehouse / storeroom. The City Attorney's Office acts as a legal advisor to the City Council, to all boards and commissions, to all department heads, and to city employees on relevant city matters. The Office of the City Clerk is here to serve as custodian of the City's legal records. As custodian of the City's records, the office files and retrieves the actions taken by the City Council and the City's other legislative bodies. Moreover, the office is responsible for distributing those documents to City officials, City Employees and other interested parties in accordance with State and Federal freedom of information laws. The mission of the Human Resources Division of the City of El Monte is to recruit, retain and motivate the best public agency workforce. To accomplish this mission we must provide all our clients - applicants, managers, employees and the general public - with service that is fair, accurate and confidential. The many functions of the Building Division include: issuing permits for all phases of construction, performing minor plan check at the counter as well as completing complex plan check in 2 to 3 weeks and accomplishing field inspections in all types of construction with a staff that is well trained and experienced. Another facet is that we manage the counter with experienced staff to assist residents with California building code requirements, assist homeowners with plans or estimates for their project, and aiding the professional in submitting large projects for plan check. This Division also receives and investigates complaints of illegal construction. Please check with our staff to inquire about what types of projects require a permit. (Window change-outs, block walls, water heater change-outs, re-roofing, new stucco, these items are just an example of some of the changes that require a permit.) The entire staff of the Building Division has but one mission, that is to promote the safety, and general welfare of the public through adherence to adopted building codes and standards of construction in the City of El Monte. The Code Enforcement Division receives and investigates complaints regarding alleged violations of the municipal code such as: property maintenance violations, private property parking violations, zoning violations, illegal vendors, yard sales, commercial & industrial violations, licensing & permit compliance issues, sign codes, etc. The Engineering Division is primarily responsible for the management of the City's infrastructure (streets, water system, sewer system, storm drain system, and traffic systems) including the administration of the annual Capital Improvement Program. Other responsibilities of the Engineering division includes the review and approval of parcel maps; and the maintenance of the City's infrastructure record drawings, general element maps (zoning, water/sewer/storm drain, tract maps), aerial photographs, topographic maps, and survey data. |

The Environmental Services Division oversees the city's exclusive residential waste contracts and non-exclusive waste franchises. It is responsible for evaluating traffic safety requests and the traffic related ramifications of new developments. It also oversees the formation of underground utility districts. Cities have two drainage systems - the sewers and the storm drains. The sewer system takes waste water from homes and businesses to a treatment plant before discharging it to the ocean. The storm drain system is designed to prevent flooding by carrying excess rainwater away from city streets out to the ocean. Rain water mixed with urban pollutants often creates storm water pollution. Urban runoff pollution may also flow to the ocean through the storm drain system. Pollutants included in storm water and urban runoff are: trash, oil and other automotive fluids, paint and construction debris, yard and pet wastes, pesticides and litter, just to name a few. Storm water/urban runoff pollution contaminates the ocean, closes beaches, harms aquatic life and increases the risk of inland flooding by clogging gutter and catch basins. In all cities there are many miles of pipes that would take similar pollutants straight to the ocean. Each day many gallons of polluted urban runoff enter the ocean untreated, leaving toxic chemicals in our surf and tons of trash on our beaches. The City of El Monte offers several housing programs designed to assist its residents with maintaining clean, decent and safe living environments, and creating affordable homeownership opportunities. The Planning Division’s mission is to encourage well thought-out development and revitalization of the physical environment to ensure, promote, and sustain a high quality of life for El Monte residents and a balanced community. Environmental concerns and awareness not only include the air we breathe and the food we eat, but also the tap water we drink. |

City of El Monte Water Department is committed to provide only the highest quality of drinking water to its consumers and is dedicated to ensure and maintain that high quality. The Water Department is currently comprised of eight full-time employees: a Maintenance Superintendent, a Water Systems Supervisor, Senior Water Systems Operator, one Water Clerk, three Water System Operators and a Meter Reader/Repairer. One standby Water Systems Operator is on duty 24-hours a day, 365 days a year for emergencies and to ensure that the customers are assured a safe and constant drinking water supply. Police personnel can reach this emergency standby operator via a paging system. The City of El Monte’s Community Redevelopment Agency is committed to improving neighborhoods and revitalizing existing businesses, encouraging new investment, new opportunities for shopping and recreation, as well as rehabilitating and adding to the housing stock in El Monte. In fulfillment of these goals, when appropriate the Redevelopment Division works in conjunction with other city departments and private agencies to eliminate deterioration and blight through one or all of the following activities: Rehabilitation, or reconstruction of existing buildings Redesign of sites and assembly of irregular parcels Assistance to private development in forms of reduced land costs and loans Clearance of existing structures to prepare acquired land for reuse Financing public infrastructure improvements Financing the rehabilitation and development of affordable housing |

The El Monte Police Department employs over 75 non-sworn personnel. The Jailor’s utilize state-of-the-art equipment, to accurately identify prisoners in our custody. They work with both county and local agency jails in the housing and transferring of prisoners. They transfer pre-arraigned prisoners to the local courthouse in the mornings. They also work with state agencies in the booking and handling of prisoners that are currently on parole. The Communications Center is staffed 24 hours a day, seven days a week, the Dispatcher’s respond to requests from citizens, and field personnel. The Alarm Coordinator’s enforces the Alarm Ordinance and allows the department to effectively utilize their resources, and makes the responsible parties aware of the activity of their alarm system. The goal of the ordinance is to help reduce false alarms, and provide structure to a growing problem. The El Monte Police department has made obtaining a permit easy and inexpensive for those who qualify for an exemption. Property Bureau is responsible for receiving, storing, tracking and disposing of all property and evidence booked at the police department by sworn personnel, crime scene technicians, and code enforcement officers. Property and evidence include items such as firearms, electronics, jewelry, bicycles, drugs, and personal items. Property is considered items held for safekeeping and found property. Thousands of items are processed each year. These specialized Records Technician’s are certified and trained to tackle an abundance of highly confidential documents as well as preparing, maintaining, and retrieval of crime reports, traffic collision reports, vehicle storage reports, arrest reports, and citations. This is done in a manner that ensures accuracy, completeness, and expedient recovery. Code Enforcement is responsible for the enforcement of all El Monte Municipal Codes and certain state laws that pertain to code enforcement. This unit receives and investigates all complaints regarding alleged property maintenance violations, zoning violations, private property parking violations, licensing, and permit compliance issues. The goal of the Information Systems is to implement and support technology resources that enable the employees of the Police Department to serve the community more effectively. The Vehicle Maintenance Technicians are successful in maintaining the entire police vehicle fleet (approximately 90 vehicles), which includes patrol vehicles; traffic motors, k-9 vehicles, and selected detective vehicles. Parking Enforcement officers patrol assigned areas on foot or in a vehicle to enforce parking regulations. Officers also respond to parking complaints, prepare written reports, deploy the speed board, store and impound stolen and abandoned vehicles, enforce previously-marked abandoned vehicles, and direct traffic. The Crime Scene Unit assists the department in areas that require training and expertise in the collection, documentation, preservation, and analysis of physical evidence.
